Neither of these funding sources would pay for growing a bicycle service economy. Also, the Michigan Constitution prohibits spending transportation dollars on anything but transportation. It came from a man who owned a chroming shop in Warren, now (Warren Custom Plating) that Pino befriended (for obvious reasons), and Pino gave him the bike as birthday gift, not long before the man died of Emphysema. So, I'd have to say that Pino bikes were chromed in Detroit as well.
